Unable to install Monthly Rollup Updates - 2012 R2 Standard

Hi, I am having a issue installing Monthly Rollup updates. When I try to install them from Windows Update, it hangs for a while then eventually errors out with 0x8007000D. I ran the DISM utility and sfc /scan now. DISM says it found corruption and fixed it and SFC finds no issues. If I run DISM again right away, it still finds corruption. I have tired downloading the update, extracting it, and installing it with the DISM utility and get the same 0x8007000D error. I have checked the DISM and CBS logs and found that there may have been a issue installing KB4041693 in the past, which is a Monthly Rollup. The DISM logs shows
(p) CBS Registry Error 0x800700ea Microsoft-Windows-ServerManager-UX-ARW-Plugins-Package-termsrv~31bf3856ad364e35~amd64~~0.0.0.0

And the CBS Log Shows:

Missing Current State value for package: Package_1713_for_KB4041693~31bf3856ad364e35~amd64~~6.3.1.2, force absent so at least it can be re-installed

Does anyone have any suggestions on what to do next?

Thanks
