Windows Domain Account only sign out option

Hi guys,

Can someone help me with this?

• All our domain accounts (non-admin) lost all the shutdown options except the sign-out.
• There is no group policy applied to restrict our user from shutting down the computers but for some reason, it's gone. It happens just this Monday after I boot up the server
• Also, there are no windows update that happen recently.
• We're using windows 10 pro N for workstation and Windows Server 2016 for the DC
