Can I import a Dell Server with Server 2016 and SQL Server 2016 from China to Canada?

Hi there. I previously posted this on Microsoft.com and was redirected here. I work for a Canadian company in Toronto, but our parent company is located in China. They want to buy us a Dell server with MS Server 2016 and MS SQL Server 2016 so they can install their in-house ERP system on it. My question is, can I then import that physical server and MS licenses for use here in Canada?

I know there will be duties & taxes to be paid. But in terms of Server 2016 and SQL 2016, can those licenses be transferred to Canada with no issues? Thanks in advance.
