Task 'Dan Outlook won'tsend: Sending' reported error [0x800CCC69): 'The server responded: 550 5.7.1 [C18] RBL restriction: Blacklisted by Internal Rep

With nothing changed from when Outlook 2016 was sending all mail perfectly, I get the following error message:


Task 'Dan Sending' reported error [0x800CCC69): 'The server responded: 550 5.7.1 [C18] RBL restriction: Blacklisted by Internal Reputation Service - 198.23.164.116'

This happens even when sending an empty email with only a subject and no body. What's wrong?
