Word cannot open the document: User does not have access privileges

If file is right clicked, security tab is selected, Advanced is selected, owner is unable to display current owner.

If there is an attempt to change the owner to administrator, then there is appearance that the ownership was changed. However, the document still can not be opened and the owner is back to unable to display current owner. I did try to disable inheritance.

How do I fix this?
