roles and features fail, on a standard 2016 server,(reference assembly could not be found, 0x80073701)

I have been trying to install remote access, but I keep getting this failed message, I have already done sfc /scannow, it returns 2 corrupted files, but DISM says I needed to specify the path location, I have read that it could be a language pack but I don't see any problems with the language in CBS.log, please help.
