Vista to Windows 7?

I am trying to update an older desktop that my kids use. It is running on Vista and when I try to run the program that checks to see if it can run on 7 it says it cannot connect. Do I purchase Windows 7 and update so that I can then update to 10 or do I just buy a new computer? Please advise.
