Windows Update KB4507460 stops progressing / hangs at 9% or 95% of the download

Hello all,


I have a few Windows 2016 Server VMs and I am trying to apply the last Windows Updates. The download of update KB4507460 seems to stop progress at 9% or 95%. I have left one of the VMs running overnight at 95% and by the morning, it was still hung there. Anyone have any ideas?
