I have tried the:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows/LimitAccess
^I pointed this to a local extracted .iso of 2012r2 (it says it repaired corruption, had no effect on the updates)
Sfc /scannow - detected no violations
Windows Update Diag tool - repaired some things see screenshot below
Manually resetting the BITS, registering DLL's (some error'd out)
