I'm running Windows 7 64-bit OS. I have been having the same error code on my PC for the last month when trying to install updates. I went to the windowsupdate.log file, and the stack trace is as follows:

The line that stuck out to me was near the top saying it failed to download the cab file. I went to the web address in my browser (http://download.windowsupdate.com/d..._0cefc7d6349e3659967396956637786550c35433.cab) and downloading the file was intermittent. It would fail when I first visit the page, then if I refreshed the page I was able to download it.
I have already disabled my antivirus and malwarebytes, but the issue persists. I also tried disabling Windows Firewall but I still had the same issue. I have no firewall rules on my router denying access to this file either.
Has anyone encountered this issue before and/or know how to solve it?
