In-place Upgrade KMS server 2016 to 2019

Environment:

Windows server 2012 RT Standard

KMS host 2016 and office 2010

Plan:

to support activation for windows server 2019

Operation:

install updates in winser2012 rt(done)

import 2019 kms key (done)

active kms is failed. slmgr /ato (failed)

The problem is that after installing updates and import kms key ,when i active kms host popping up error,why?

How to fix this error?
