Windows Server Update (KB4494440) fails to install

We have a Windows Server 2016 Standard 64-bit

Everything had been going well until the Installation of

2019-05 Cumulative Update for Windows Server 2016 for x64-based Systems (KB4494440)

This update Fails to Install every time.
