I've got a server running Windows server 2016 with a 9900k CPU and 64GB of RAM. On the server I'm running 8 instances of a game server each with affinity set to 2 different cores in order to spread the load as it's not properly multi-threaded. This setup runs normally at about 40% usage on both CPU and memory during normal operation.
When restarting one or more instances however, the rest of the instances all drop to 0% CPU usage and effectively hang for a few minutes while the restarted instance is starting. They also do this while running a robocopy to perform a backup.
Is there any reason the CPU would drop to 0% on all cores while one instance is starting? The instance that's starting is limited to 2 cores by itself and only uses 8% while starting.
