Microsoft Windows XP Tablet PC SDK version 1.7

I am working with the first recovery high school in North Carolina (EmeraldSchool.org). They have been given a Panasonic Panaboard smart board. I have been able to set up everything but there is one piece of software that the Panasonic app needs in order to function. Its the Windows XP Tablet PC SDK version 1.7. I have been able to find version 1.5 online but not version 1.7. Without this code we will not be able to set up the smartboard for use at this school. Does anyone know where I can find it?
