Windows cannot access specified path or file

I had a old computer which refused to boot due to missing system32 error, i reinstalled the windows and now i have this "Windows cannot access specified path or file " which doesnt allow me to open or install anything not even cmd or regedit and not even control panel. I cant even change the background image. What should i do ? Does anyone have an idea about this issue pls..
