Windows Server 2016 Standard-KB4512517 will not install-says not applicable to this computer. SSU already installed

We run Windows Server 2016 Standard servers (virtual VMware). One server took the update KB4512517 fine, but all the others (10) did not. All failed saying not applicable to this computer. SSU KB4509091 already installed successfully as well as all other available updates from Microsoft. Compared Features and Roles between server that installed and ones that failed and all are exactly the same.

Any advice is appreciated. Thank you!
