Folder-Advanced Security Settings-Share Tab

Hi,

Does anyone know why the "Add" and "Remove" buttons on the "Share" tab is grayed out?
And I can not "Edit" the permissions.
I logged in as Domain Administrator. System is Windows Server 2012 R2. Did all Windows Updates. Joined the domain.
This is a Hyper-V Guest VM though (with SharePoint 2013 SP1 installed). Host machine is the domain controller.

Basically I want to build a Shared Folder tree so different departments have different permissions in different tree levels.
I have no problem creating top level Shared Folders. It's these 2nd level folders that are killing me.
(Can we even change 2nd level shared permission to our desire?)

BTW, Inheritance is disabled.
