Folder permissions

I have a problem with folders that users need access to. They need to be able
to open, edit, change. The problem I have is that these folders end up being
accidently moved. Is there any way to prevent users from moving folders
without restricting there ability to edit documenst and save changes ? If
not, how can I identify who is moving these folders ?

Must be a glitch, happening to me too. Plus I am unable to follow up to mark
