Disable Access to HKLM (registry)

Hello guys, is there a way to disable access to HKLM of the registry.

The settings that I can find is to disable only the whole registry.

I have used a system before that allows me to edit HKCU but not HKLM, i don't know how it was done.

Any help is greatly appreciated.
