Windows colour profile problems

I have 2 Win10 Pcs, both with the same model of Dell monitor. One is calibrated with the LUT in the monitor, and one with an ICC profile (defunct USB hub, so no access to the LUT) .

Both PCs have the same wallpaper picture, one of mine.

The wallpaper looked the same as the same picture viewed in Photoshop, and other photo display and editing programs.

But both have now changed, one a month or so ago and the other just 2 days ago.

The picture still looks correct in Photoshop, but now looks too red as wallpaper and in the Windows photo viewing programs, and Firefox.

This colour shift does not seem to affect any other aspect of application appearance.

When the first PC changed I assumed it was the monitor calibration (ICC), so I re calibrated the monitor with my ColorMonkey. This had no effect.

Now the other PC has changed in the same way. I at first thought my monitor backlights must be failing, but as Photoshop still displays the correct colours it must be a fault with Windows.

Windows is still using the same Dell monitor profile, and apart from the re calibration I have not changed anything.

What is going on, and can I stop it?
