After promote to domain controller - reboot and message says please wait for gpsvc

Hello,

I am using hyperv with windows server 2016 x64

I have installed a fresh image, promoted the server to a domain controller and on reboot it gets stuck at please wait for gpsvc

Doesn't make any sense - Its a fresh image I have tested it in vmware, works fine? Official Microsoft Image.

I tried disabling gpsvc, rebooted after promoting but its a blank blue screen - any ideas?
