Two fold error 0xC004C003 and Troubleshoot, can't seem to connect to MS server

I purchased a license for Windows Server 2016 Standard, two years ago. Installed the software and had almost everything finished, but had to stop to work on other pressing customer projects.

The server sat powered off for a year. I foolishly forgot to document the administrator password I had set up. When I started back on the server, I could not remember the password, nor could I retrieve/change it.

I felt I had no choice but to start over. Over this past weekend I formatted the system drive and re-installed MS Server 2016 Standard. When I entered the key it came back with the error in the subject line. When I ran troubleshoot it seemed to imply that the server was unable to connect with Microsoft's server(s) and that I should check my internet connection etc.

I then used the automated assistant to dig further into the problem. I entered the 9 x 7 hardware ID codes to identify the machine as instructed. The response was that there was no record of this server hardware connected to my Microsoft profile.

I suspect then that I forgot to register my system within my MS profile and this now why I cannot reuse the software key? But where would I do this?


By the way, the "Microsoft Activation Call Center" is now a dead link.
