Attempting to print causes program to hang

We are running Windows 2012 R2 Remote Desktop Server

It is tied to a print server, any time someone tries to print to a network printer it causes their application to hang. CPU usage ramps up after someone tries printing (not one specific program, Windows Explorer for each user seems to take a couple extra CPU %)

I have tried removing the last several printers to be installed. Rebooting. There are no new updates that have been installed that would have contributed.

If I stop the Print Spooler it runs fine. If I remove the winprint.dll file and start the Print Spooler it runs fine. I have tried moving printers over to other processors, but I have a couple that must use the winprint.dll ( Sage 100 PDF Converter ). I have also cleared out the print spooler and restarted again.

Any help appreciated, tried looking at Windows Application and System Logs, Print Service Operational and Admin logs. Also There were some inf logs that showed a GPO Printer being installed but it still didn't work after removing that printer.
