Running Windows Sever 2016 version 1607 on t2.medium EC2 instance at AWS.
Downloading and installing Windows updates on this server takes hours when done manually using Microsoft Update Catalog, and gets stuck on Downloading when attempting to auto-update or use Windows Update application.
Even when NoAutoUpdate registry key is set to 1, it is still trying to download updates. This depletes the CPU Credit Balance of the EC2 instance and server becomes extremely slow and unusable. The workaround is deleting the content of SoftwareDistribution folder.
AWS support made sure the AWS PV drivers are up to date, but did not find any issues on AWS side.
