Problem activation win 2019 with kms

Hi all.

I have a kms server win 2016 with kms host key win 2019 and office 2019/2016. I can activate any product but i have a problem with win 2019 and Windows 10 LTSC 2019. If i try to activate these products i receive this error: 0xC004F074. I tried to remove kms host key and reinstall it but not work. This win 2016 server has this os version 1607 and don't have any update required.
