How to move a 3rd party license key from Windows server 2008 to Windows server 2012 R2

I'm trying to learn how to move a 3rd party license key from Windows server 2008 to Windows server 2012 R2 and I'm having a hard time finding documentation on how to do that. Can you help me or give me documentation on how I can do this? I haven't done a transfer like this before so I'm not even sure what commands to use for SQL licenses and services.
