Problems deleting certain files/ progrms

I run my computer as the 'owner/ administrator'. It wont let me delete certain files/programs. It just gives a message that I don't have sufficient privileges.

Please can anyone help?

apps on my pc are running as administrator automatically when i just double click than ,Run As Administrator is also unchecked in compatibility menu.
