Windows Server Backup - Baremetal backup hangs. VSS and the EFI System Partition

Background: I've just started rebuilding a number of Dell R610's with Windows Server 2012 R2 Datacenter and couldn't get DPM 2012 R2 to do a Bare Metal/System State backup of the servers.

  • I've tried running a backup manually using: wbadmin start backup -allCritical -backupTaget:\\server\share. This hangs at "Creating a shadow copy of the volumes specified for backup...".
  • Looking on the share it creates a file called Esp.vhdx, which is the FAT32 100Mb EFI Partition, but it never grows past 4MB.
  • I've also noticed that the EFI volume disappears from diskpart list volume once I've tried to run a backup.
  • While wbadmin is hung if I run vssadmin list writers vssadmin also hangs
  • The only way to recover from this state is to reboot

If I run wbadmin start backup -include:C: -backupTarget:\\server\share the C drive is backed up correctly. So it would appear that the 100MB EFI partition is the problem.

I've assigned a drive letter to the EFI partition on one of the servers and the contents looks fine. There is 75MB free and chkdsk finds no errors

I've tried to replicate this on a desktop machine running 2k12 R2 and EFI boot but I can back that up fine. All systems are clean installs with updated firmware and drivers. There are no errors in the event log.
