Password Length and Complexity has been set, but when one tries to enter a larger password, it fails the complexity check

I've set the Password Minimum Length to 12, and the Password Complexity is set. users are attempting to change their password to something longer than 12 characters, and they receive the following: "Unable to update the password. The value provided for the new password does not meet the length, complexity, or history requirements of the domain."


Using Windows Server 2016 Datacenter , Build 1607.

Default Domain Policy is set to:

Enforce Password History - 24

Maximum Password Age - 60

Minimum Password Age - 1

Minimum Password Length - 12

Password must meet complexity requirements - Enabled

Store Passwords using reversible encryption - Disabled
