KB4499165 conflicts with KB4499158 ???

One sets the registry values to 0 and 3 and the other sets the same values to 3 and 8??? Both KBs are coming up in our scanner utility and when we apply the fix and reboot it does not change the scan result. We also tried the manual KB downloads from the catalogue.

Any help is greatly appreciated and thanks in advance.
