Windows Update NOT working

I can't Update Windows or install new apps because of Windows Update errors. I keep getting the error when trying to update. (0x80070422). I have tried windows and app trouble shooters with NO help. My Windows Update unders (Services) Are Disabled and Blacked OUT. How do I FIX this?
