My guess would be: more users than you have and/or more than you can
afford to purchase CALs for
If you are responsible for more users than that or control that much money,
you probably wouldn't have to be asking this question.

Depends on the number of DC's/GC's you have.... its not a hard and
fast rule, but for quick guestimates you can take 10,000 users per
DC.... but if you have an environment which has more than that, and
your asking that question, you should probably have a chat to an AD
design consultant from one of your local MS partners.
