Is the monthly update in WU Catalog security-only or security & quality?

In catalog.update.microsoft.com, Windows Update and WSUS, the monthly WS2016 CUs are identified as "YYYY-MM Cumulative Update for Windows Server 2016 for x64-based Systems (KB########)".

But after installing from the MSU downloaded from the Update Catalog, Windows Update shows just "Security Update for Windows (KB########)" in Update History. The KB number matches, but the name doesn't.

Is the catalog update the same update as installed from WSUS or Windows Update, or is it really security-only, as the name implies?
