I need to upgrade windows server 2008 R2 Standard to Server 2016 standard

Do I need to purchase 2012 R2 licences to do the 2008 R2 to 2012 R2 then the final licence of 2016 Standard? I will be purchasing the final licence through techsoup canada (we are a public library and a charity so we can purchase donated licences from them).

Is there a good link that goes through the procedure to do such an upgrade?
