After October 1 2019 these updates showed up.

Install, reboot, re-check, they still appear. History states all are 'pending a restart'. Repeatable.
Tried:
chkdsk - ok
sfc /scannow - result ok.
Ren %systemroot%\SoftwareDistribution SoftwareDistribution.bak with WUS stopped. No change.
DISM.exe /Online /Cleanup-image /Restorehealth - states 'The component store corruption was repaired.'
Repeating this and the whole thing starts over.
Tried DVD - Dism /Online /Cleanup-Image /RestoreHealth /source:wim
:\sources\install.wim:1 /limitaccess
Stated it was all good.
WUS looked good on open with no updates - but after a check they are all back.
After SSU procedure these two previous non-installers from 6-27-2019 also showed back up (were hidden maybe)

After the October 2019 update release detected on the first I cannot install any updates.
More than 20% free space. 32GB Dell PowerEdge dual XEON. Runs one application.
Not on domain - just workgroup.
Cannot find anything after 3 days searching and getting the same old things to try above.
