Cannot type Japanese Kana any more after the latest windows update 17763.805

After Windows update a day or two ago, the Japanese IME completely gives up its job, it only types latin alphabet. I have tried de- and installing the IME already. No effect.


Screenshot below, lower right corner indicates IME was already on Japanese Hiragana.
