Hello,
My initial question was closed without the issue being addressed, so I am creating a new one exactly with the same content as the previous one besides the Windows 10 version, because it has now been verified on latest Windows 10 version (1903). The issue and the steps to reproduce remain exactly the same.

It took me a while to figure out what was going on. In short, as the title says, Windows 10 fails to install language features properly with User Account Control (UAC) settings on the highest setting (most secure, i.e. "Always notify").

It took me a while to figure out what was going on. In short, as the title says, Windows 10 fails to install language features properly with User Account Control (UAC) settings on the highest setting (most secure, i.e. "Always notify").
Steps to Reproduce
1. Open User Account Control settings, configure it to the highest option (most secure, i.e. "Always notify"), and confirm the change clicking the "OK" button.
2. Open Language settings, click the "Add a language" button, select "Japanese" from the list, click "Next", and then click "Install".
3. Click the just installed "Japanese" ("日本語") language, and then click the "Options" button.
4. Click on any of the "Download" buttons for the language features "Basic typing", "Handwriting", or "Speech".
5. (PROBLEM) Nothing happens besides the buttons being visually "clicked". No language features are installed. Windows 10 fails.

- "Japanese" language was used as an example.

- Edition: Windows 10 Pro
- Version: 1903
- OS build: 18362.329
- What seems to be going on: Windows 10 settings should call the elevation overlay but does not (or fails to do so), thus the operations silently fail showing no feedback or error messages.
