Updating to Windows10 to a laptop from a dead laptop

Okay, this is driving me nuts, please help;

I have a Windows 10 2 in 1 laptop that died in a flood. Now its dead in the water . Now, I have a used laptop that's running Vista Home Premium.​

Now, can i use the license on the 2 in 1 to upgrade this laptop without having to buy another license? I like Vista, but love Windows 10 ( i never said I was normal). I can't afford to buy another license, but I believe that the license on my old laptop will do what i need it to do. Please help; if i can't get this fixed, I will lose my job. Thanks for your help.​
