Windows 10 Business, Ease of Access/Speech Recognition. Notification: sapisvr.exe is Downloading from OneDrive

Last Friday afternoon I setup speech recognition for a user on an AzureAD joined windows 10 PC which is syncing a large SharePoint online document library. Having started the PC this morning (Monday) I'm seeing constant notifications of "sapisvr.exe is downloading from onedrive - <Library name>". When I open the onedrive app I see a constant stream of word documents being downloaded from the SharePoint document library that is synced locally as if this service is accessing each document in the library in turn. This result in these documents being cached locally. I have stopped this by ending the speech recognition program.


So now to my question:

Is this normal behavior or is something broken?

Is there a way of stopping this and still using the speech recognition service? (We do not want every document in the library cached locally, just the ones we access.)
