Administrative RDP access

My Server 2016 installation has been warning me that my 2-week RDP access was about to expire - the notification is too quick to read the whole thing, so I hoped that when it expired, it would lapse to the usual two open admin accesses, but I was wrong. I have device CALs, but I haven't fathomed how to install them, and I don't need them anyway, since this is an SQL only unit. It's a domain member but not a DC.

Do I have to do something to enable the two "free" accounts?
