- Upgrade to 1903 almost immediately prompted after the 1803 upgrade. It fails at 28% of "Applying Updates" and rolls back.

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {D63B10C5-BB46-4990-A94F-E40B9D520160} and APPID {9CA88EE3-ACB7-47C8-AFC4-AB702511C276} to the user NT AUTHORITY\LOCAL SERVICE SID (S-1-5-19) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). - I have 30+ years of technical IT experience so I usually can figure most things out. For instance, I could not get an old Windows 7 PC upgraded to Windows 10 due to an unhandled thread exception. I was able to figure out that the cause was an ancient non-PNP driver for software I had never installed so it probably was bloatware. Yes, it took me a dozen or more upgrade attempts to figure it out, though.
Any guesses would be gratefully accepted. If I could figure out what that DLL and migrate operation does it probably would help isolate the problem. All I can find are a handful of other people with the same problem, though.
