I haven't even seen *specs* for IE8 yet. Where did you see the

FYI IE7 does not support *maintaining* pages offline but you *can* use it
to view pages offline--at least in XPsp2, even if IE7 is installed.
Does Vista still have the special folder %windir%\Offline Web Pages?
That's how offline web pages can still be maintained in XPsp2.
E.g. the folder contains nothing but a Desktop.ini file and any offline web pages
shown in it are stored in the registry under this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Webcheck
