How to transfer everything from Win XP to Win 10?

I created a DAT backup file using Windows XP's Files and Settings Transfer Wizard, and it says to run the same tool on the new computer. Where is this tool for Windows 10? How do I finish copying all data and settings from Windows XP to Windows 10?
