Failed to load UPD with event ID 6005, 6006, 1515 and 1511 for only 1% of logins

Have been having a problem for some time which is seen as the following:

1) User logs in as normal, but the login is very slow (over 5 minutes)

2) After login, the user has a temporary profile

The solution has been to logout and login again, the second login will be quick, and will mount the UPD normally.

I see the following events in the event log at the time of the failed login attempt:

10:13:02 Source: Winlogon ID: 6005
The winlogon notification subscriber <SessionEnv> is taking long time to handle the notification event (Logon).

10:17:03 Source: Winlogon ID: 6006
The winlogon notification subscriber <SessionEnv> took 300 second(s) to handle the notification event (Logon).

10:17:03 Source: User Profile Service ID: 1515
Windows has backed up this user profile. Windows will automatically try to use the backup profile the next time this user logs on.

10:17:03 Source: User Profile Service ID: 1511
Windows cannot find the local profile and is logging you on with a temporary profile. Changes you make to this profile will be lost when you log off.

This appears to affect any user (ie, it happens for a large number of users), this seems to happen around once per day among around 100 logins per day.

It only happens on one server out of three (we use RD Connection Broker and RD Gateway to distribute logins to available servers).

What can I do to try and fix the problem with this server, and why it doesn't affect every login/user?
