Hi,
I'm noticing some lag after upgrading to Windows 10 from Windows 8.1. For example, when I hover over desktop icons, the 'hover box' updates extremely slowly. Also, when I open up file explorer and the files refresh, that happens extremely slowly as well.

As you'll see from the video, Windows explorer cpu usage goes up quite a lot when my mouse is moving as well, but dies down a ton when I stop moving my mouse. This happens on other programs too, if I move my mouse on Google chrome, for example, CPU usage shoots up. I know this is normal to a degree though so I'm not worried about it a ton. I just want to fix the lag.
This never used to happen to me in Windows 8.1 and I'm noticing slowness in other areas as well on Windows 10.
Occasionally, I'll click the search box as well and it will just open to a grey box (no apps or anything showing) and then crash and I'll have to click it again to do my search.
After many hours of trying to figure out this problem myself, I have run out of things to try. I've:
I really don't know what to try next. I'm tempted to downgrade back to 8.1 but I really want Windows 10 to work for me.
Everyone tells me Windows 10 is supposed to be the faster OS, so what's happening here?

- Tried booting in safe mode
- Tried changing virtual memory paging file size
- Tried doing a clean boot and disabling all start-up programs
- Disabled Cortona
- Updated my chipset drivers and GPU drivers
- Tried creating a test user on my PC and the problem still exists on that account
- Run Malewarebytes and windows defender scans to remove any threats
I really don't know what to try next. I'm tempted to downgrade back to 8.1 but I really want Windows 10 to work for me.

- Biostar TA970 motherboard
- 16 gigs RAM
- Running a brand-new SSD
- Windows Version 1909 (OS Build 18363.476)
