Desktop Window Manager utilizing 30% - 35% of CPU on windows server 2012R2

Hi,

I have a windows server 2012R2 that I'm monitoring, recently I have noticed desktop windows manager is utilizing 30% - 35% of CPU which is causing performance issues on the server. I have tried to change visual effects to "Adjust for best performance" but this hasn't improved anything. Kindly assist how can solve this Desktop Windows Manager problem.
