If I am signed in as a local administrator, the PC settings window opens (also all app windows will open).
If I sign in as a domain admin user with the server a domain controller, the PC settings window opens then closes (no app windows open). This is an older installer, so the version is Server 2016 Standard / 10.0.14393 N/A Build 14393. I would like to update but the windows update app doesn't open as well. I have multiple servers I recently installed experiencing this.
This appears to have had a related issue with windows 10 awhile ago, so that is mostly all I can find "solutions' on.

Note: I am testing out if updating in local admin resolves issue but I'd like to know if anyone else knows of a quicker way to resolve it.
