Odd Stuttering at random intervals, catching up after pause but with no audio issues.

For around a month now, I've been experienced some odd stuttering that occurs at random periods, during this period, I notice my keyboard's RGB lighting glitching out, typing being registered but not showing up until after a stutter, mousing pausing but then catching up to where it should be, games breaking but then catching up to where they should be. Still, the audio has no issues at all. I don't usually do anything that requires more than 4gb of ram. Even during the period of typing this message, the stutter occurred.

Is there any idea on what this could be. It happens during any form of activity with no relations to any load. For example, having a task manager open during the event shows no spikes.
