Windows 10 Desktops 3-Line Login and Warning banner

Hello

Please move if in wrong forum. I have two questions:

3-Line Login - I have a domain with Server 2012 r2, Desktops are Window10. The desktops are not displaying the 3-line login, but a single password line for the domain. What GPO or how do I get a 3-line login with Ctrl-Alt-Del?

I also need a warning banner, I used the default Domain GPO local policy for Text and Message but nothing gets pushed down to the desktops (gpupdate /force does not do it). Does the 3-line login have to be setup to have a logon warning banner?
