How to disable Windows ink - Wacom driver conflict

Hi,


I just bought a new windows 10 laptop and have not been able to work at all because of conflict with Windows 10 ink and Wacom drivers. Note that my setup functions completely fine on my previous Laptop and desktop PC - which run Windows 7 ( still the best version )


The issue:

While painting in Photoshop, the Wacom pen will sporadically lose pressure sensitivity, making it behave like a mouse.

What I've tried:

1. Updated to the latest version of Windows 10


2. Tried 5 different Wacom drivers, from oldest to newest.


3. Attempted to disable Ink in the settings as windows help describes, but found no such settings


4. Attmpted to disable Ink in the Group Policy Editor, but found no GPE


5. Disabled in in the Registry Editor


6. Disabled the GPU acceleration in Photoshop


7. Disabled Windows Ink in the Wacom settings

Intuos 4

My laptop:
HP spectre x360 convertible 15-df1xxx
Intel(R) Core i7-10510U

Windows version:
1909

Photoshop:
CS6 - updated
